No, if the application sending your 2FA codes uses Twilio and Twilio's SMS service is down, you won't receive the code. This is why security experts recommend using authenticator apps (like Google Authenticator or Authy) as your primary 2FA method rather than SMS-based codes.
Are my queued messages sent after Twilio recovers?
Messages submitted to Twilio's API are typically queued and delivered once service is restored, but delivery order and timing are not guaranteed. Messages that failed at the API level (returned an error) will need to be re-sent by your application. Check your Twilio message logs for delivery status.
Does a Twilio outage affect WhatsApp Business messages?
